This is an older article, but I came across it today and really liked it. It was published by Time when Safe Haven Laws were first getting started in California. It covers both sides of the issue as far as those who are for the laws and those who are against.
One point I thought was important was the justification for why most states have that 3 day rule- mothers must give up their children within 3 days of birth to be covered under the law. Lawmakers believed that by forcing mothers to make the choice quickly, they would save babies from abuse. They believed many mothers would take poor care of their children for 29 days and wait until the last minute to give them away. Yet, others do not buy this and believe that mothers who initially attempt to care for their newborns and then get overwhelmed, should also have a place to turn so that the babies are cared for.
